Pursuant to Article 12 of the Law of the Republic of Kazakhstan “On Combating Corruption,” persons authorized to perform state functions are subject to anti-corruption restrictions.
Subparagraph 6) of Article 12 of the Law establishes a restriction on participation in gambling and/or betting:
in gambling establishments falling under the definition provided for by the legislation of the Republic of Kazakhstan;
in places not designated for such purposes;
through telecommunication networks, including the Internet.
This restriction has been in effect since September 9, 2024.
According to Paragraph 8 of Article 14 of the Law of the Republic of Kazakhstan “On Civil Service of the Republic of Kazakhstan” dated May 19, 2026, No. 290-VIII ZRK, a civil servant, as well as a person temporarily performing the duties of a civil service position, is required to:
within 30 calendar days from the date of appointment to a civil service position, independently restrict themselves from participating in gambling and/or betting in accordance with the procedure established by the Law of the Republic of Kazakhstan “On Gambling Business.”
Pursuant to Paragraph 19 of Article 67 of the Law of the Republic of Kazakhstan “On Civil Service of the Republic of Kazakhstan,” failure to comply with restrictions established by the laws of the Republic of Kazakhstan constitutes grounds for termination of civil service on negative grounds.
Compliance with anti-corruption restrictions is the duty of every civil servant.
