All apartment buildings in the country will be consolidated into a single registry — with address, number of floors, number of apartments and non-residential premises, building condition, elevators, and metering devices. This work is being carried out in accordance with the Law "On Housing Relations" and within the framework of the national project "Modernization of the Energy and Utility Sectors," as well as for planning state programs for major repairs and technical inspections.
The inventory covers all buildings that meet the definition of an apartment building under Article 2 of the Law "On Housing Relations": a detached building consisting of common property of a condominium object and two or more apartments or non-residential premises. Buildings are subject to registration regardless of the number of floors, number of owners, presence of a registered condominium object, and the chosen form of management — including two- and four-apartment buildings in rural settlements and buildings for which the form of management has not yet been determined.
Each building has a single key in the registry — the address registration code (ARC). Using this code, information from other sources is "linked" to the building: technical characteristics of the building, quantitative and qualitative indicators, data on premises, information on the form of management and the condition of elevators, data on network connections and metering devices.
The procedure for transmitting information is established by the Rules for the Formation, Processing, Centralized Collection, and Storage of Information in the Sphere of Housing Relations and Housing and Communal Services. These rules also define the range of organizations obligated to transmit data: local executive bodies, natural monopoly entities, property owners' associations, property owners' cooperatives, and other management entities.
Personal data of owners — surnames, individual identification numbers, information on title documents and indebtedness — are not collected during the inventory.
What the registry will provide: accurate lists of buildings for major repairs and elevator replacement, an understanding of the actual level of building equipment with metering devices, calculation of regional needs for network modernization based on actual data rather than averaged estimates. It will improve the accuracy of utility bill charges and enhance the order of work and maintenance of executive documentation among condominium cooperatives, property owners' associations, and management companies.
The collection of information is organized by regional akimats through housing inspections of districts and cities of regional significance. Notifications and working forms are sent to property owners' associations, representatives of buildings under direct joint management, management entities, and utility service providers.
