As part of the implementation of the President's 2024 and 2025 Addresses, the Government is implementing a set of measures in the field of public finance, infrastructure, investment, digitalization and social policy. The main tasks are fixed in the national action plans.
The national plans for 2024-2025 include 180 events. Some of them have already been fully completed, and the remaining tasks are in the active phase of implementation and are carried out within a strictly defined time frame.
The practical effect of this work is already becoming noticeable in various fields. In 2025, 6.6 thousand km of utility networks were repaired, and eight utility companies were removed from the "red zone" of wear. At the same time, a new regulatory framework has been formed for the digital economy, artificial intelligence and investment policy.
Less administrative burden, more efficiency
In order to eliminate the imbalances between monetary and fiscal policies, changes have been made to the Action Plan for Ensuring the Sustainability of Public Finances and improving the Balance of Macroeconomic Policy for 2025-2027. The document was synchronized with the Program of Joint Actions for Macroeconomic Stabilization and improving the welfare of the population for 2026-2028.
A significant part of the tasks set has been developed within the framework of the new Tax and Budget Codes, which have formed a single vector of fiscal modernization.
The new Tax Code has been in effect since January 1, 2026. It provides for a 30% reduction in tax reporting and a 20% reduction in taxes. The system of benefits has been revised and differentiated rates have been introduced. For businesses, this means easier administration, while at the same time the tax system becomes more focused on stimulating investment and increasing the burden on luxury goods.
Tax administration is also moving to a digital model. The Smart Data Finance system automatically calculates tax liabilities based on data from government information systems and generates a digital taxpayer dossier. This system has been put into commercial operation, its information base is integrated with government agencies and organizations.
The new Budget Code, in turn, focuses on the quality of planning and the effectiveness of government spending. An analysis of the impact of industries on the revenue side of the budget has been introduced, which makes it possible to prioritize public investment projects and direct funding to initiatives with the greatest economic impact.
In addition, a separate monitoring of parafiscal payments and new mechanisms for managing budget liquidity have been introduced, which reduce the risks of cash gaps in the regions.
New rules for banks and the quasi-public sector
A separate block of reforms is related to the development of the financial market and improving the efficiency of public asset management. In order to regulate banking activities, taking into account the tasks of stimulating economic activity and developing financial technologies, the law "On Banks and Banking Activities in the Republic of Kazakhstan" was signed, as well as related amendments to legislation on the financial market, communications and bankruptcy.
Along with this, the New Budget Code has strengthened control over the finances of the quasi-public sector. Limits on external borrowing and rules on dividend payments have been set for the holdings, and their development plans are being considered by Parliament at the same time as the republican budget.
Samruk-Kazyna and Baiterek Holdings have been tasked with ensuring investments in the country in accordance with the National Development Plan and the Concept of Investment Policy. Baiterek has been transformed from a development institute into a full-fledged investment holding company. His powers are being expanded to finance and support major infrastructure, industrial and export projects.
13 trillion tenge for the renewal of energy and communal infrastructure
One of the most ambitious practical results of the implementation of the instructions of the Head of State was the formation of a new model for the modernization of the energy and utility sectors. The National Project "Modernization of the Energy and Utility Sectors", adopted by the Government in December 2024, became the basis for a large-scale repair campaign and infrastructure renovation.
The project covers more than 200 infrastructure enterprises. 13 trillion tenge of investments are planned for 2025-2029, of which 6.8 trillion tenge is directed to the utility sector and 6.2 trillion tenge to the energy sector. The main task is to reduce network wear by up to 40% and reduce the number of accidents by 20%.
In 2025, 547 billion tenge was allocated for modernization. 6.6 thousand km of engineering networks have been repaired, eight utilities have been removed from the "red zone" of critical wear. In 2026, the financing was doubled to 1.1 trillion tenge. It is planned to repair 12 thousand km of networks and bring eight more enterprises out of the zone of critical wear.
At the same time, Smart Turmys, a unified digital monitoring platform for municipal infrastructure, is being launched. Thus, the order to upgrade the communal infrastructure is gradually being transformed from a set of individual repair measures into a systematic multi-year modernization program.
Digital infrastructure is becoming part of the economic framework
The implementation of the President's instructions also covers the development of telecommunications infrastructure, data centers and cybersecurity systems. In June 2026, the legislation on telecommunications and data centers was updated. The new regulations make it possible to expand the communications infrastructure, stimulate the development of data centers and create legal conditions for the introduction of new telecommunications technologies.
The protection of digital infrastructure is also being strengthened. On November 17, 2025, the Head of State signed a law on amendments to legislation on artificial intelligence and digitalization. The norms of the legislation on personal data have been updated, the validity periods and the procedure for revoking consent to their processing have been regulated.
At the same time, the Law "On Informatization" was transformed into the Law "On Cybersecurity". It establishes uniform requirements for the protection of digital infrastructure, introduces the institute of security audit, forms a basic conceptual framework, delimits the powers of government agencies, and establishes mandatory logging of actions of users with privileged rights.
Human capital: focus on professions, education and health
An important part of the implementation of the Message is related to the development of human capital. In the field of education, the Concept of development of preschool, secondary, technical and vocational education for 2023-2029 has been updated. It provides for the introduction of a differentiated per capita financing model, increasing the prestige of working professions and professional skills of young people, the introduction of WorldSkills standards, the synchronization of technical and vocational education programs with higher education, and the development of educational and industrial clusters.
A separate area was the implementation of the initiative of the Head of State to declare 2025 the Year of Working Professions. As part of the approved plan, systematic work has been launched to attract employers to train personnel, increase the prestige of working professions and strengthen social guarantees for specialists.
The mechanisms for supporting scientific personnel continue to be improved. Changes have been made to the rules for the selection of applicants and scientific internships, providing for the improvement of competitive selection, the formation of a list of priority research areas and the expansion of the list of leading foreign organizations for internships.
Healthcare remains an equally important area of social modernization. On July 14, 2025, the law on compulsory social health insurance was signed. He laid the foundation for the transition to a predominantly insurance financing model by 2027. At the same time, mechanisms are provided for supporting socially vulnerable categories at the expense of local budgets, maintaining the status of insured for six months with a break in payments, expanding the contribution base and strengthening state supervision.
Another practical social policy tool is the Social Wallet, launched in the eGov Mobile mobile application. Its task is to increase the targeting and transparency of state aid, automate the provision of support measures and reduce bureaucratic barriers.
Safety – from response to prevention
A separate set of instructions from the Head of State is related to strengthening law and order and public safety. The Law "On the Prevention of Offenses", signed on December 30, 2025, laid the foundation for a new model of preventive work. The system is reoriented towards early detection of risks and timely prevention of offenses.
A set of general, individual and special preventive measures is provided. At the same time, the rights and duties of public assistants have been expanded, the powers of state bodies have been delimited, and mechanisms for interdepartmental coordination have been created. This approach reflects one of the key principles of public policy — not only to respond to problems that have already arisen, but also to create mechanisms to prevent them.
Transition to a digital transformation economy
If the implementation of the 2024 Address was largely focused on strengthening economic and social sustainability, the 2025 Address sets the next horizon – the digital transformation of the state and economy and the development of Kazakhstan in the era of artificial intelligence.
As part of the ONP-2025, an updated regulatory, legal and institutional framework has been formed, covering digitalization, investment, the real sector, the social sphere and public administration.
The Digital Code and new rules for the economy
Kazakhstan has formed common rules for the platform economy, big data and AI. The legal basis of this model was fixed by the Digital Code adopted in January. The document creates a unified legal foundation for the digital environment, regulating the digital transformation of public administration and the economy, the platform economy, the use of big data and the use of artificial intelligence technologies. At the same time, it enshrines the digital rights of citizens and the principles of safe AI development. In fact, we are talking about the transition from the point digitalization of individual processes to the formation of a unified regulatory environment for the digital economy.
Investments: from raising capital to the quality of projects
The new stage of investment policy involves not only an increase in the volume of investments, but also a change in their structure in favor of high-value-added industries. This task is fixed in the Concept of Investment Policy of the Republic of Kazakhstan until 2030.
To strengthen the external investment contour, the foreign network of Kazakh Invest NC JSC is expanding, an Investment Board is being formed at Baiterek Holding, and a single Kazakhstan Investment House center has been launched on the "one-stop shop" principle.
Thus, the investment policy is gradually shifting from simple capital raising to the formation of a full–fledged investor support system - from the first application to the implementation of the project.
Government in the economy: more efficiency and transparency
Another important vector of reforms is improving the efficiency of public asset management. The next stage of the reform should be the new Law "On State Property". His draft provides for a clear definition of the grounds for the state's presence in the economy, the establishment of KPIs for state-owned companies and the classification of organizations by ownership objectives.
In parallel, the sphere of subsurface use is being reformed. The Law of December 30, 2025 amended the Code "On Subsoil and Subsoil Use" aimed at increasing transparency and digitalizing the processes of exploration and development of resources.
From agricultural science to agricultural productivity growth
The digital transformation also affects the agro-industrial complex. A roadmap for the development of agricultural science until 2029 has been approved, which aims to modernize the agricultural science system, increase its efficiency, introduce digital technologies, and strengthen cooperation between science, education, and production.
Through the implementation of measures, an innovation-oriented system of agricultural science is being created, ensuring the sustainable development of the agro-industrial complex based on digital technologies, increasing productivity and putting scientific developments into practice. For this purpose, the state will ensure uninterrupted financing of scientific research, modernization of the material and technical base of scientific organizations, as well as creation of the necessary conditions for conducting scientific research and implementing their results.
In order to increase the effectiveness of scientific research in the formation of technical specifications, the main focus is on the real needs of the business. Thus, scientific activity is being reoriented towards solving practical problems and ensuring the relevance of scientific research results. As a result, the share of scientific developments in agriculture will be increased to 40 percent.
Modern construction and urban development
The infrastructural contour of urban development received a new regulatory framework with the adoption of the Building Code, signed by the Head of State on January 9, 2026. The document is becoming part of a systematic modernization of urban planning regulation and should provide more modern approaches to the development of urban infrastructure and the construction industry.
The purpose of this Code is the safety of people and facilities, simplification and digitalization of procedures, quality and responsibility, uniform rules of the game, development of infrastructure and a comfortable environment.
Work on the implementation of national plans continues. In general, the Government has already implemented a set of measures in key areas identified in the Messages of the Head of State, while the focus remains on the practical implementation of solutions aimed at sustainable economic growth, technological renewal, infrastructure development and improving the quality of life of citizens.
